Overview

This material presents the Project Management Plan of the ELABORATOR project. It defines how the project is organised, coordinated, and monitored across 38 partners and 12 European cities. The document outlines governance structures, roles, and procedures that support efficient delivery. It ensures that project activities remain aligned with objectives, timelines, and quality standards. It serves as a central reference for consortium members and stakeholders.

The plan introduces a structured governance model with operational and strategic levels. The Project Coordinator and Technical Management Team oversee daily execution, while the General Assembly ensures strategic decisions and alignment. Clear processes are defined for reporting, change management, and resource allocation, including periodic internal and official reports to track progress. Risk management is based on a continuous cycle using Failure Mode and Effects Analysis, allowing early identification and mitigation of potential issues. The document also defines communication tools and workflows, ensuring coordinated collaboration across partners and work packages.
