What is the ELABORATOR's Community of Practice?

The Community of Practice (CoP) is an online forum that brings together ELABORATOR project members, experts, and local stakeholders to share and adapt urban interventions from Lighthouse cities to the Follower cities. Through co-design and co-creation with authorities, vulnerable user groups, and others at risk of exclusion, it aims to ensure interventions meet real citizen needs.

Observer Cities follow ELABORATOR’s innovative mobility approach by learning from real-life pilots, exchanging experiences with leading cities, and participating in targeted capacity-building activities. CIM Douro

Portugal

The Douro Intermunicipal Community (CIM Douro) is a territorial cooperation entity that brings together the 19 municipalities of the Douro Demarcated Region, North of Portugal, the oldest demarcated wine region in the world and a UNESCO World Heritage Site.

CIM Douro’s mission is to promote the sustainable, cohesive and competitive development of the territory, enhancing its endogenous resources, cultural identity and human capital. It operates in an integrated manner across strategic areas such as regional planning, mobility, environment, education, social action, tourism, culture and economic promotion.

Through collaborative governance, CIM Douro fosters flagship projects, attracts investment and strengthens the municipalities’ capacity for action, positioning Douro as an innovative, resilient and outward-looking region. Working together is the foundation for turning challenges into opportunities and for building a shared future for the Douro and its communities.

Croatia

The City of Dubrovnik, a historic Adriatic destination in the Republic of Croatia, is committed to building a model of sustainable tourism and mobility that protects its cultural heritage while improving quality of life for residents and visitors. With its UNESCO-listed historical core and growing global popularity, Dubrovnik has made sustainability a central priority, aiming to balance tourism with environmental responsibility and community well-being.

The city’s mission is to create a resilient, people-centered urban environment where mobility supports—rather than strains—daily life. Dubrovnik is investing in cleaner transport options, improved walking routes, better public transit connections, and measures that reduce congestion around the historical core. These efforts are closely linked with sustainable tourism actions that manage visitor flows, promote responsible travel behaviour, and protect natural and cultural assets.

Through long-term planning, innovation, and strong community engagement, Dubrovnik aims to ensure tourism remains sustainable and that mobility within the city is efficient, low-emission, and aligned with a future-ready vision.

Kifissia

Greece

Kifissia is a historic and dynamic municipality in northern Attica, committed to reshaping urban mobility for a cleaner, safer and more accessible future. Known for its traditional centre, protected urban character, and rich natural environment, the city has evolved from a primarily residential area into a hub that blends living, commerce, and innovation.

Our mission is to build a modern mobility ecosystem that supports climate resilience, reduces emissions and enhances everyday life.
Kifissia invests in integrated sustainable mobility solutions such as improved walking infrastructure and bike lanes, smart parking systems, electric municipal buses and e-charging points.

The city promotes micromobility, encourages multimodal travel, and prepares for a post-2030 mobility model where zero-emission modes dominate and streets prioritise people. Through innovation, data-driven planning and strong community engagement, Kifissia aims to deliver transport that is efficient, inclusive and truly future-ready, ensuring that residents can move safely, sustainably and effortlessly within the city.

Lviv

Ukraine

Lviv is a historic city of one million residents that continues to move and develop despite challenging conditions. Its sustainable mobility policy is built on three pillars:

Public Transport: electronic ticketing, benefits for local transport card users, priority for public transport on streets.
Cycling: a 140 km-long network of bike lanes.
Pedestrian Spaces: a large pedestrian zone in the historic city centre.

A Living Lab for Sustainable Mobility

Bandırma is a strategic logistical hub in Türkiye, hosting a major port, dynamic industrial zones, and a university. Distinguished by its large-scale renewable energy investments—including Türkiye’s first Hydrogen Valley project—the city is actively pursuing climate neutrality.

As an ELABORATOR Observer City, Bandırma Municipality is committed to transforming into a sustainable "living lab." Building on a comprehensive urban transportation analysis conducted with our university, our mission focuses on data-driven mobility strategies and developing a robust Sustainable Energy and Climate Action Plan (SECAP).

By collaborating with international partners, we aim to address urban mobility challenges, enhance road safety, and implement smart city solutions to create a cleaner, accessible, and climate-resilient future for our citizens.

Pisa

Italy

Pisa is focusing on creating an integrated, sustainable transport system that preserves the city’s historic character while improving accessibility for residents, students, workers, and tourists.

The mission prioritises walking and cycling as primary modes of movement within the compact urban core, supported by expanded pedestrian zones, safer crossings, protected bike lanes, and secure parking facilities.

Public transport is improving through more frequent bus services, improved connectivity between neighbourhoods, and seamless links to major hubs such as the airport, Pisa Centrale, and the University.

Smart mobility solutions—such as real-time transit information, digital ticketing, and shared mobility options including bikes, e-scooters, and electric car-sharing—are reducing congestion and emissions. The mission is also encouraging low-emission transport through charging infrastructure and incentives for electric vehicles. Ultimately, Pisa’s mobility vision is balancing heritage and modernity, enabling efficient travel while protecting its unique urban identity.

Rethymno

Crete - Greece

Rethymno, a medium-sized municipality on Crete’s northern coast, combines rich cultural heritage, beaches, and gastronomy, attracting over 700,000 tourists annually.

With a population of 57,216, the municipality faces challenges from seasonal tourism and limited rural public transport, despite having a well-developed urban system.

Rethymno’s mission is to strengthen micro-mobility options for both residents and visitors while balancing safety and public space concerns.

The city engages stakeholders, implements pilot actions, and organises community activities to encourage acceptance of innovative mobility solutions.

By integrating local identity with sustainable transport, Rethymno aims to serve as a model for Greek municipalities, easing congestion, enhancing visitor experiences, and promoting collaborative urban planning for long-term mobility improvements.

Thessaloniki

Greece

Thessaloniki, located in Northern Greece, is among the most important social, financial, and commercial centres in the wider Balkan region. Being one of the 112 Mission Cities, Thessaloniki is committed to becoming a climate-neutral city, reducing its CO2 emissions by 80% by 2030. It aims to create climate-neutral districts, as defined in its City Climate Contract, with a focus on urban regeneration, just transition and systemic solutions to enhance sustainable mobility and ensure social cohesion.

Key emblematic interventions include promoting micromobility and active mobility, introducing dynamic parking pricing, electrifying PuT and restructuring bus lines, and taking advantage of the Metro’s operation to strengthen multimodal mobility. Thessaloniki serves as a living lab for testing innovative mobility solutions co-created with the local mobility ecosystem.

Through innovation, collaboration, data-driven decision making and citizens-centred planning, Thessaloniki is transitioning towards a more sustainable, resilient and attractive city that enhances public health, accessibility and overall well-being.
