Overview

Deliverable D3.3 provides a cross-city twinning methodology for transferring and adapting mobility interventions between ELABORATOR Lighthouse, Follower and, where relevant, Observer cities. It defines twinning as reproducing an intervention in a different urban socio-economic context while responding to local needs and expected outcomes. The report combines practical guidance, workshop formats, protocols and templates for matching cities, structuring peer learning and documenting results. It supports city teams that need to move beyond copying solutions and instead adapt them through reciprocal and iterative collaboration.

Highlights

• A four-step twinning process: Identify expectations, interests and needs; find suitable matches; organise twinning workshops; and maintain an ongoing twinning process.

• Flexible matchmaking: Cities are matched around shared challenges, methods or intervention features rather than treated as fixed pairs. The process allows Follower cities to explore more than one Lighthouse city and also supports learning between Lighthouse cities.

• A five-part workshop format: Meet the Cities, Co-creating with Tools, Café Seminar, Reflections and Evaluation combine concise presentations, map-based work, peer discussion, documentation and immediate feedback.

• Twinning principles: The methodology stresses flexibility and reflexivity, structured knowledge articulation and documentation, and reciprocity so that all participating cities contribute to and benefit from the exchange.

• Reusable protocols and templates: The deliverable includes a survey, matchmaking exercises, a facilitator guide, preparation and note-taking templates, individual documentation and reflective dialogue questions.

Conclusion

The methodology was informed by early matchmaking activities and a Copenhagen-Lund twinning workshop conducted in 2024. These experiences showed the value of structured peer discussion, practical tools and time for reflection, while the final recommendations emphasise regular reflexive checkpoints, systematic documentation and careful use of the Community of Practice as an arena for cross-city learning. The deliverable provides the operating structure for later replication, implementation and evaluation activities rather than reporting final intervention impacts.
