Overview

Deliverable D2.3 is a practical playbook for cities designing participatory mobility processes with citizens and stakeholders. It explains how to prepare, co-define, co-create and co-evaluate interventions, with particular attention to vulnerable road users and people vulnerable to exclusion. The document connects participatory methods with ELABORATOR’s evaluation areas and indicators, including mobility planning, connected and smart mobility, safety, environment and social outcomes. It helps city teams select suitable methods, organise inclusive participation and gather qualitative and quantitative evidence. The playbook can also support other cities working on collaborative mobility planning.

Highlights

• A four-phase co-creation process: Prepare, Co-define, Co-create and Co-evaluate provide a clear structure from initial planning to participant feedback.

• Preparing participation: Cities are guided to clarify why people are being involved, map stakeholders, define participation rules and combine online and offline engagement strategies.

• Inclusive stakeholder mapping: The playbook considers public and private actors, communities and residents, culture and sports organisations, and education and research, while emphasising groups commonly excluded from mobility planning.

• A practical method catalogue: Surveys, interviews, discussion groups, exploratory walks, workshops, citizen science, participatory mobility apps, serious games and tactical urbanism are described with objectives, suitable stages, participant numbers, limitations and implementation guidance.

• Co-evaluation: The proposed indicators examine whether participation improved knowledge, created meaningful value for people and communities, connected with governance, and supported a more sustainable and liveable Living Lab area.

Conclusion

The playbook provides a repeatable process rather than reporting completed city impacts. It was developed to guide ELABORATOR cities during the definition, implementation and evaluation of mobility interventions, helping them involve local communities early, adapt methods to different participants and use feedback to refine their work. Its practical contribution is to make co-creation more structured, inclusive and traceable.
