Overview
This paper introduces the evaluation methodology developed for ELABORATOR's Living Labs across 12 European cities. It addresses the need to assess co-designed urban mobility interventions with attention to inclusion, safety and affordability. The proposed procedure combines an evaluation plan with unified metrics that can be used across different city contexts. Its value lies in supporting consistent impact assessment and knowledge transfer between Living Labs.
Research highlights
• The methodology is designed around co-created interventions rather than applying evaluation only after solutions have been implemented.
• A shared set of metrics is proposed to make findings more comparable across the project's 12 cities.
• The evaluation outputs are intended to measure and assess the impact of city interventions.
• The common approach supports knowledge transfer between Living Labs working in different urban contexts.
Practical relevance
The publication establishes an evaluation foundation for the project rather than reporting final results from the cities. Its practical contribution is a common structure through which different interventions can be assessed, compared and discussed across ELABORATOR.
