Overview
This paper outlines ELABORATOR's methodology for designing person-centred urban mobility interventions that contribute to climate neutrality. It combines the quadruple helix model with a meet-in-the-middle approach, treating the city as a place where citizens, public authorities, industry and research actors create value together. The process integrates co-design, co-production and co-evaluation across four connected phases. It provides cities with a shared structure for identifying local mobility gaps, implementing interventions and evaluating their effects.
